French Senator Sylvie Vermeillet has called for Bitcoin to be classified as a non-productive asset (like luxury real estate) in the 2025 budget, according to Bitcoin Archive on X.
Finance Minister Laurent Saint-Martin supported the move because exempting Bitcoin from taxes while taxing real economy assets is not equitable.
How much will they tax?
TFPNB (taxe foncière sur les propriétés non bâties) is based on the cadastral rental value of these properties. This rental value corresponds to the net income that the owner derives from his farmland under a rural lease, or that which he could derive from it if he were to rent it out if he farmed it himself.
This rental value is reduced by an abatementA flat-rate or proportional deduction applied to the basis for calculating a tax (income, value of an asset, etc.) of 20%, intended to offset the owner’s costs and expenses. In other words, the property tax base is equal to 80% of the cadastral rental value of the taxable property.
